In 1940, the Western Interprovincial Football Union (WIFU) withdrew from the CRU over a rules dispute. Largely, through R. Harold Bailey's efforts, extensive negotiations were undertaken which resolved the disagreement between the two unions.

Bailey was President of the ORFU during the war years and interscolastic football throughout Ontario. He was a noted football historian, contributing to numerous publications, and also a consultant for both individuals and football organizations. R. Harold Bailey was honoured at the grey cup dinner in 1955.

Inducted into the Canadian Football Hall of Fame and Museum in 1965 as a builder.
