Frank Rigney played collegiate football at the University of Iowa. He was the third draft choice of the Philadelphia Eagles of the National Football League (NFL), but decided to come to Canada to play for the Winnipeg Blue Bombers.

Frank Rigney anchored the offensive line during an era when the Blue Bombers, under Canadian Football Hall of Fame coach, Harry (Bud) Grant, were frequent Grey Cup winners. Rigney was selected as the west's Most Outstanding Lineman in 1960 and 1961.

Frank Rigney is also a member of the Winnipeg Football Club Hall of Fame.

Inducted into the Canadian Football Hall of Fame and Museum in 1985 as a player.
