James (Jimmy) P. McCaffrey worked diligently on behalf football in Ottawa as well as serving tirelessly in national organizations.

In 1923, McCaffrey became manager of the Ottawa Senators, a team formed from the amalgamation of the St. Brigid's Club of the Ottawa City League and the struggling Ottawa Rough Riders. While McCaffrey was the manager, Ottawa played in numerous Grey Cup games, winning in 1925, 1926, 1940 and 1951. While McCaffrey was the manager with the Rough Riders, he also served as the President of both the Interprovincal Rugby Football Union (IPRFU) and the Canadian Rugby Union (CRU).

During World War II, almost all civilian football ceased and McCaffrey helped to organize the Eastern Rugby Football Union, which fielded teams for the 1941 season.

James (Jimmy) P. McCaffrey is also a member of the Ottawa Sports Hall of Fame.

Inducted into the Canadian Football Hall of Fame and Museum in 1967 as a builder.
