From 1960 to 1981, Donald Barker gained the respect of players and officials alike as a Game Official, Director of Officiating and as a member of the CFL Rules Committee. Barker appeared in 390 regular season and play-off games and an amazing 10 Grey Cups.

With a desire to do "what's best for the league", Barker developed a comprehensive and extensive system which was based on performance for recruiting, training and evaluating officials, and also developed the mechanics for seven man officiating crews.

It is fitting that after 21 years as a Game Official, Barker joined the CFL office as Director of Officiating. He provided the league his expertise and experience in the development of officials and extensive review of the rules.

Inducted into the Canadian Football Hall of Fame and Museum in 1999 as a builder.
